Punjab Land Revenue Rules, Rule 15 -- Appointment of Lambardar – Single candidate -- Fresh munadi -- Being the sole candidate, the petitioner’s name was recommended by the Assistant Collector, and Sub-Divisional Officer (C) -- However, the Collector ordered a fresh munadi as two additional applications were received after the cut-off date – Held, in such a situation, it would be the discretion of the Collector either to appoint him or to order a fresh munadi -- Collector has chosen the latter option and the said action cannot be said to be perverse.
