1. Petitioner is seeking direction to respondent Nos.1 to 3 to take action on his complaint dated 16.04.2020 (Annexure P-8).
2. Learned counsel for the petitioner contends that petitioner, who is resident of village Ratta Khera, Tehsil Dabwali, has not been given work under the MGNREGA scheme. His grievance is that respondent No.5-Sarpanch is giving the benefit of MGNREGA scheme to respondent No.6-Prithvi Ram, who is a retired Master. Details of respondent No.6 that he was working as Master in schools have been given in Annexures P-1 to P-4. Job card of Prithvi Ram-respondent No.6 has been annexed as Annexure P-7. Learned counsel refers to the judgment passed by this Court in Charanjit Singh vs. State of Punjab and others, CRM-M-41977-2015, decided on 08.11.2016 (Annexure P-9), whereby in similar circumstances, direction was given to the State of Punjab to constitute separate teams, scrutinize such complaints, register FIRs and initiate investigations immediately.
3. A perusal of the above judgment shows that this Court has examined misappropriations under the Indira Gandhi Awaas Yojana, which was meant to provide homes to the homeless persons in the rural areas.

5. On the asking of the Court, Mr. Hitesh Pandit, Addl. A.G., Haryana, accepts notice on behalf of respondent-State.

This petition, at this stage, is disposed of by giving direction to the Deputy Commissioner, Sirsa-respondent No.3 to examine the case of petitioner in the correct perspective being jobless person in the present scenario keeping in view the judgment passed in Charanjit Singh's case (supra) and pass speaking order in accordance with law, within a period of four weeks from the date of receipt of certified copy of this order. Compliance report thereof be sent to this Court.
