1. This application has been filed for impleading the respondent No.6.

2. For the reasons recorded in the application, the same is allowed and the person mentioned in the paragraph No.4 of the application is impleaded as respondent No.6.

This writ petition has been filed under Articles 226/227 of the Constitution of India praying for quashing the action of the respondent No.3 in allotting a liquor vend license at Sr. No.96 in Gobindpura, Manimajra owned by private respondent No.5 which is in a residential area and thus is in violative of the Excise policy (Annexure P-4) and in the alternative direct the respondents No.1 to 4 to decide the representations dated 6.4.2021 (Annexure P-1), (Annexure P-2) dated 7.4.2021 and (Annexure P-3) dated 14.6.2021.

5. The primary issue raised in this petition is that respondent No.6 has not sought any license from the Municipal Corporation to open vend at that locality and in this connection petitioner has stated to have made various representations including representation dated 14.6.2021 (Annexure P-3) and he states that he would be satisfied at this stage if in the first instance a direction is issued to respondent No.3 to decide the same by passing a speaking order there within a reasonable time.

6. We find this to be a fair request. Resultantly, respondent No.3 is directed to decide the representation (Annexure P-3) of the petitioner by passing a speaking order within a period of two weeks from the date of receipt of a certified copy of this order.

7. This petition stand disposed of in the above terms.

8. Since the main case has been decided, the pending application, if any, also stands disposed of.

Order accordingly.
