Non-acceptance of -- Merely on the deposit of the earnest money or 10% of the quoted bid amount, the successful/highest bidder would not be entitled to the issuance of Regular Letter of allotment unless acceptance of the bid -- Petitioner cannot press as a matter of right that he being the highest bidder, was entitled to acceptance of the said bid.
