Compassionate appointment based upon forged degree – Appellants are implicated, being the members of the Selection Committee – No prima facie evidence on record which implicate the appellants directly/indirectly connected to the commission of crime -- Not the case of the respondents that the appellants, in any manner, have facilitated co-accused either in creating or in fabricating the alleged forged degree for seeking compassionate appointment -- Criminal proceedings qua the appellants quashed and set aside.
